Accordingto the putting device, aiming at characteristics that a channel (manhole) entering and exiting from an underground equipment room is narrow, and the radiation level measurement range of the wall-climbing robot has to cover all outer surfaces of a tank body of a storage tank, the wall-climbing robot can be safely sent to the side wall of the storage tank through the manhole without manual short-distance assisting, and after completing general survey work of the radiation level of the storage tank, the wall-climbing robot can further carry the storage tank to safely return to the ground; and the putting device can be remotely controlled, and thus the level of radiation borne by operators is lowered.
