The system comprises a radar detector, a signal control machine and a signal lamp. A data receiving module, a data analysis module, a dynamic allocation module and an execution control module are fixed in the signal control machine. The data receiving module is configured to receive detection data of the radar detector; the data analysis module is configured to store and analyze data of the data receiving module; the dynamic allocation moduleis configured to issue an adjustment command according to the data of the data analysis module; and the execution control module is configured to receive the adjustment command of the dynamic allocation module and act on the signal lamp. According to the invention, comprehensive data of the road are detected in real time based on a three-coordinate radar to provide the powerful data support; intervention on phase releasing of an intersection is performed in real time to avoid congestion; and the total phase cycle does not exceed a reasonable range.
