The composition is prepared from, by weight, 2-10 parts of ascorbic acid, 0.4-2 parts of kojic acid, 0.1-2 parts of tranexamic acid, 0.1-2 parts of alpha-arbutin, 0.1-1 part of hydroxyethylpiperazine ethane sulfonic acid and a 3-15 parts of tartaric acid and/or a precursor. The whitening and anti-freckle composition reduces generation of melanin by inhibiting the activity of tyrosinase, promotes skin cell metabolism through acidized and softened cutin of the tartaric acid and/or the precursor and reducing damage of ultraviolet rays to the skin while improving the effective components by taking the hydroxyethylpiperazine ethane sulfonic acid as a biological buffer; by means of the whitening and anti-freckle composition, formation of the melanin is effectively reduced through effects in multiple aspects, and the skin is transparent. The invention further provides a skin moisturizer containing the whitening and anti-frecklecomposition and a preparation method of the skin moisturizer.
