Provided is a regional electric energy substitution comprehensive potential evaluation method based on combination weight. Combination weight is used for weighting each index of the regional electricenergy replacement comprehensive potential evaluation system. The objectivity of potential evaluation is achieved, and meanwhile subjective requirements can be met. The method comprises the followingsteps of firstly, using an entropy weight method for calculating original data of an evaluation index; obtaining an initial objective weight of the regional electric energy substitution comprehensivepotential, then calculating an initial subjective weight of each index by using a cloud model according to an evaluation language describing the importance degree of each index, and carrying out combined weight calculation by using the initial objective weight and the initial subjective weight to obtain a final calculation weight of each index; finally, using the TOPSIS for calculating the comprehensive potential of regional electric energy substitution, and a basis meeting objective facts and subjective needs is provided for development of regional electric energy substitution work.
