Thedevice and method solve the problems that when the oil pipe tripping process is carried out in oil field workover operation at present, the oil pipe is tripped mostly by adopting two traditional oil pipe lifting clamps and being lifted by a manual lifting repeated alternating method; hydraulic tongs are also hoisted on a derrick, and are manually pushed and pulled and reversed; and the present conditions severely restrict the progress in this field, personal injury is caused to employees and poisoning is also caused to workers due to long-term exposure to toxic gases. Therefore, the problems need to be solved urgently by replacing the previous manual oil pipe tripping method with a new unmanned oil pipe tripping method. According to the device and method, a lifter 9, a supporter 12 and hydraulic tongs 15 constitute a complete technical scheme.
