The method comprises the following steps of: mapping equipment topology, data flow source nodes and the likeof a network into a topological graph and flow distribution of the network; taking the clustering coefficient as an index for judging node importance in the network, and determining a network area radius, an area with the maximum clustering coefficient in the network and a secondary failure frequency according to a network evaluation demand; obtaining a residual normal node set in the area with the maximum clustering coefficient in the network, randomly selecting a failure source point from the set, and calculating a network successive failure caused by removing any normal node in the networkaccording to a flow association successive failure rule until the network reaches a steady state; executing the step for many times according to the secondary failure times of the network; and calculating the failure node proportion, the maximum connected subgraph proportion, the network efficiency and the capacity parameter threshold of the residual network as indexes for evaluating the secondary failure-oriented reliability of the network so as to meet the requirement for evaluating the secondary failure-oriented reliability of the network.
