The method comprises the steps: calculating the active power outputted by a wind power generator, then calculating the active power outputted by an energy storage battery, and obtaining the active power outputted by the wind storage combined system; and finally, establishing a targetfunction for solving the optimal combination of peak shaving units based on the wind storage combined system, and reducing the use quantity of thermal power units by adding the wind storage combinedsystem, so that the active power output by the thermal power units is kept in a stable fluctuation range when the active power of the thermal power units is in a specified output range.
