A shielding device for passively attenuating electromagnetic radiation and comprising a plurality of elements. Each unit includes a plurality of resonators (26) spaced apart from each other. The unit is arranged in a plurality of unit cells, each unit cell including a common loop (32) surrounding at least two adjacent ones of the plurality of units. A plurality of unit cells each have an asymmetric structure. The shield arrangement thus has a negative refractive index for at least one selected frequency, whereby electromagnetic radiation at the at least one selected frequency is passively attenuated.
