The method comprises the steps that a detection hole is punched in a shield portal, so water leakage in reinforcement of the portal cement system can be detected, and the position of a water leakage point can be determined; a plurality of grouting holes are formed in a reinforcement area centered on the water leakage point; a grouting pipe is inserted into the grouting holes for compaction grouting; and after completion of grouting, the grouting pipe is plugged, and the grouting holes are closed. Local processing is conducted aiming at local problems; operations are simple; duration is short; and economic cost is low.
