Abstract

The invention relates to a charge controller and a vehicle including the same. An ECU (160) executes a charge preparation communication sequence after a connector (280) is connected to an inlet (150)and before external charging is performed, and counts a response time (message transmission and reception time) of a charging station (200) to a prescribed event (S15).
