The invention provides a dielectric constant measuring method and system which are applied to a copper-clad plate, wherein the copper-clad plate comprises a first copper foil layer and a second copperfoil layer, and a dielectric layer is arranged between the first copper foil layer and the second copper foil layer. The method comprises the steps of transmitting an input signal with a specific frequency to the first copper foil layer of the copper-clad plate; obtaining a reflected signal of the copper-clad plate, wherein the reflected signal is a signal obtained after the input signal penetrates through the first copper foil layer and the dielectric layer and then is reflected by the second copper foil layer; obtaining the resonance frequency of the copper-clad plate according to the inputsignal and the reflected signal; and obtaining the dielectric constant of the copper-clad plate according to the resonant frequency.
