The method comprises the following steps of: acquiring real-time road condition information of roads in each supply point area and each disaster point area, determining a transportation route meeting a preset transportation road condition requirement according to the acquired real-time road condition information, and acquiring a transportation distance and transportation time of the transportation route, a starting point of the transportation route being a supply point and a destination being a disaster point; calculating the emergency material distribution amount of each affected point according to the emergency material supply amount of each supply point, the emergency material demand amount of each affected point, the obtained transportation distance and transportation time; and determining an emergency material allocation scheme according to the emergency material allocation quantity and the determined transportation route.
