The method comprises the steps that a server receives a bicycle returning request, sent by a user terminal, for a target bicycle; then, the server generates an information collection instruction according to the bicycle returning request and sends the information collection instruction to the target bicycle; the target bicycle collects position information of reference bicycles around the target bicycle according to the information collection instruction, and then the server receives the position information of the reference bicycles sent by the target bicycle; and finally, the server judges whether the target bicycle is located in a preset bicycle returning area or not by utilizing the position information of the reference bicycle. In the present application, when the GPS of the target bicycle breaks down, whether the target bicycle is located in the preset bicycle returning area or not is judged according to the position information of the reference bicycles which meet the condition that the distances between the reference bicycles and the target bicycle are smaller than a preset distance, whether bicycle returning operation of the target bicycle is completed or not is determined based on the judgment result, the bicycle returning efficiency of the target bicycle is effectively improved when the GPS breaks down, and waste of server resources is avoided.
