The system comprises: a card making module which is used for issuing a prepayment card to a user and establishing a corresponding prepayment card account; a transaction module which is used for processing prepayment card transaction information generated by the user at the merchant terminal and sendingthe transaction information; a clearing module which is used for clearing and reconciliating the transaction of the merchant according to a preset clearing period; a transaction storage module whichis used for receiving the prepayment card transaction information sent by the transaction module and storing the transaction information, wherein the transaction storage module is used for generatingand storing blocks, and the transaction storage module comprises a node network, a consensus mechanism and a distributed account book; and a data access module which is used for providing a data queryservice based on the block chain for the user.
