A copper shield is arranged on the annular outer side of the outer semi-conductive layer, an inner protective layer is arranged onthe annular outer side of the copper shield, a steel armor is arranged on the annular outer side of the inner protective layer, and an outer sheath is arranged on the annular outer side of the steel armor. The manufacturing method comprises the following steps: firstly, stripping the outer sheath, the steel armor and the inner sheath of the cable, and then stripping the copper shield, the outer semi-conductive layer and the main insulating layer of the cable layer by layer; and exposing a copper wire core, using a needle to form an air gap in the radial direction of the main insulating layer,filling the surface of the air gap with an insulating material structure, and generating hole defects.
