The method comprises the following steps: dividing a target area into a plurality of space grids; segmenting the topographic data of the target area by using space grid data to obtain a plurality of pieces of topographic partition data; based on a digital elevation model, carrying out statistics on an average elevation value of each piece of terrain partition data; determining an initial earthquake sensitive range; and correcting the initial seismic sensitive range through the average elevation value.
