A switching control method and a switching control device for a convergence network relate to the technical field of communication, solve the problem of poor service continuity in the existing space-ground convergence network environment, and the method comprises the steps of determining a target network type, constructing a candidate network set and selecting a target network. The method comprises the following steps: firstly, comparing a motion speed vT of the mobile terminal with a speed threshold vY and comparing a relationship between the number of candidate network sets and a threshold of the number of candidate networks to determine a target network type to be switched; then, constructing a candidate network set according to the received signal strength and the network load; and finally, selecting a target function corresponding to the switching type to screen out a target network with the optimal performance from the candidate network set, connecting the mobile terminal with the target network, and disconnecting the original network and releasing resources after connection. The switching control device comprises a network type determination module, a network selection module and a switching control module.
