According to the method, the video frame image collected by the target expressway monitoring camera is acquired, and the vehicle in the video frame image is identified so as to generate the vehicle detection frame matched with each vehicle, so that whether the uplink and downlink areas of the expressway are congested or not can be judged according to the vehicle detection frames and the preset uplink and downlink areas of the expressway. Compared with a mode of monitoring and judging by manually polling real-time monitoring videos, the method of the invention has the advantages that the consumed human resources are relatively small, and the efficiency of judging the traffic jam of the expressway is relatively high.
