The waterwheel power system is arranged on the downstream side of the dam body. The waterwheel power system comprises a driving wheel, a transmission rod and a plurality of water containing buckets, wherein the driving wheel and the transmission rod are coaxially arranged. Two ends of the transmission rod are respectively marked as an end A and an end B; the end A of the transmission rod is fixed to the center position of the driving wheel. A plurality of water containing hoppers are evenly fixed to the circumferential wall face of the driving wheel. And the opening direction of the water containing hopper is opposite to the rotating direction of a waterwheel. According to the fish passing device, the gravitational potential energy of water is converted into kinetic energy needed for lifting fishes to the upstream, and the efficient conversion of green energy is reflected.
