According to the technical scheme, the corresponding modulation modes are selected for the data sent by the data channel and the control channel, the situation that the data volume sent by the data channel is large usually, the channel capacity can be improved by using the OAM carrier for signal modulation, and the data volume sent by the control channel is small is considered, so that the control channel can adopt non-OAM carrier modulation, and the channel capacity can be improved.
