Because a volume of a part protruding from a parting plane coincides with a part recessing from the parting plane in each region on the full surface of the metal mold, the projecting and recessing shape of the reflection surface is formed with extreme preciseness. When a reflection film composed of aluminum or the like is disposed on a surface of the projecting and recessing layer, thus the reflection plate with a high condensing property in the direction toward the center direction can be manufactured.
