The method includes steps: RNC obtains measured values of reflecting load condition from base stations in sub zones in same coverage and in different frequencies; after receiving message from CN of building wireless access bearing power for UE, comparing loads among current sub zone with sub zones in same coverage and in different frequencies; based on preset condition for even loading, selecting a target sub zone for UE; after accepting action of the target sub zone, command of building wireless access bearing power with envelop open and resources information of the target sub zone being carried are sent to UE; after completing wireless bearing, UE returns the information.
