A bandwidth expansion parameter encoding method is used for the first reinforcement layer to create the encoding index; for the second reinforcement layer, the low-frequency residual error signal and high-frequency signal are converted to the frequency domain and then quantized, and the vector quantization encoding index is used as the encoding index for the second reinforcement layer. The present invention can effectively reduce the adverse effect of frequency spectrum cavity phenomenon to the decoded signals, and thereby improve the acoustic quality of the decoded signals.
