[0023] figure 1A selection of an exemplary structure of a distribution network is shown. Along the radial feeder from the transmission substation to the load, a series of decreasing voltage levels is indicated. The bypass capacitor bank 10 is depicted as the first voltage control device at the highest voltage level shown (130kV), which also represents the lowest voltage level in the transmission system and is called the secondary transmission (sub -transmission) level. Three tap-changing transformers 20, 30, 40 are provided as additional voltage control means connecting successive voltage levels. Between the lower and higher voltage levels, only a single current path is possible and no loops are formed. Any of the shown voltage control devices 10, 20, 30, 40 can be used to control at least the downstream voltage, i.e. the voltage at the far side from the substation, in response to control commands issued by the appropriate voltage control unit 31, 41 level.
