The implementing method comprises following steps that: when the TBM tunnels by about 1,000 m, the second lining construction is started; the second lining is provided with a respective waterproof plate laying bench and a mending frame; secondary lining concrete is poured into a marshalling cart ready for supplying mixed clay. The method mainly solves the problems of mutual interference and influence the tunneling construction of the TBM and the secondary lining construction which are carried out at the same time, and particularly the mutual interference and influence of transportation and construction organization.
