A coding transcoder of the system completely decodes MPEG video data for demultiplexed output to a pixel region and performs AVS coding by combining a DCT intra-frame predicative mode judgment module and a motion vector reuse and intra-frame macro block mode judgment module and is then transmitted to an MPEG system layer multiplexing module; the DCT intra-frame predicative mode judgment module in a converter decodes by utilizing VLC of the input code stream and performs intra-frame predicative mode judgment with the DCTcoefficient after inverse quantization; the motion vector reuse submodule in the motion vector reuse and intra-frame macro block mode judgment module uses the motion vector MV in the MPEG code streamas the reference of AVS motion estimation to obtain half-pixel precision motion vector MV after optimization of the motion vector MV; and the intra-frame macro block mode judgment submodule decodes the macro block through the MPEG and judges the coding type of the AVS macro block to divide the size.
