The shore-based power supply is used for converting the commercial power to about 2KV direct-current power, electric energy is transmitted to the power supply converter at the bottom of the sea through a deep sea cable, the power supply converter converts the 2KV direct-current power to 400 V direct-current power, and then the 400 V direct-current power supplies working voltage for each unit of the system through the power supply module. Each deep sea camera with the deep sea illuminating lamp is provided with number set of respective monitoring zone, the video collecting unit packs and compresses the collected video signals of the deep sea cameras and transmits the video signals to the signal processing unit which coverts the digital video signals to optical signals, and then the optical signals are transmitted to the shore-based server through an optical fiber.
