Abstract

The embodiment of the invention provides a paging processing method and device under a scene of home base station access, wherein the method comprises the following steps: when user equipment (UE) is in an idle state, the context information of the UE is stored by an access network element; the access network element sends a downlink packet to the UE in an idle state, and the target address of the downlink packet is changed into a public network address of the UE based on the context information of the UE; and the access network element forwards the downlink packet to a service gateway through packet data gateway (P-GW) and indicates the service gateway to initiate paging to the UE, thus establishing a connection. By storing the context information of the UE in an idle state in the access network element, the target address of the downlink packet sent to the UE in an idle state can be changed into the public address of the UE, thus the downlink packet is routed to the service gateway, and paging is triggered by the service gateway to the UE so as to enable the downlink packet to be sent to the UE, thus ensuring normal operation of service when the UE is in an idle state.
