The storage battery comprises a power supply formed by serially connecting a plurality of lithium battery cells, a super capacitor connected in parallel with the power supply, an over charge and discharge protection circuit device, a double cycle charging protection system, a numerical control voltage feedback multilevel current device and a bidirectional current automatic converter. The storage battery can directly replace the conventional lead-acid automobile starting storage battery and an electronic system of an automobile is not required to be adjusted. The lithium-ion automobile starting storage battery has high starting performance due to a double insurance structure; when a lithium ion battery is charged, a constant-current charger realizes successive constant current and constant voltage function; in addition, the balance problem when high-capacity lithium ion batteries are connected in series is solved, and the standard two-wire system storage battery charge and discharge system of the automobile has the function of a three-wire system of the lithium ion battery.
