The system comprises an eNodeB (evolved NodeB) and an MME/UPE connected with the eNodeB, wherein the eNodeB is used for receiving a tracking area update request message initiated by the UE, selecting one MME/UPE meeting the highest quality of service from the MME/UPEs connected with the eNodeB to serve as the target MME/UPE after reselection, and sending an access request to the target MME/UPE; and the target MME/UPE is used for interacting with a service MME/UPE of the UE before reselection to obtain the mobility management context of the UE, and executing a position update register process of the UE to become the service MME/UPE of the UE after reselection. By adopting the method and system disclosed by the invention, the problem of communication quality drop or communication interrupt caused by excessively heavy load of the original service MME/UPE can be effectively avoided.
