A method, Internet Protocol (TP) multimedia sub-system and Proxy Call Session Control Function (P-CSCF) for controlling non-voice emergency calls are disclosed in the present invention. The method for controlling non-voice emergency calls includes that: P-CSCF acquires and stores non-voice emergency call subscription information of a terminal; when the terminal initiates a non-voice emergency call, the P-CSCF judges, according to the stored subscription information, whether the terminal has subscribed the non-voice emergency call, if yes, the non-voice emergency call is allowed to continue; if not, the non-voice emergency call request is refused.
