The system comprises: a stream media server for receiving the on-demand starting or stopping request of a mobile terminal, presenting a transcode starting or stopping request to a transcode dispatching server, and distributing the transcoded monitoring video data to the requesting terminal user; a transcoding dispatching server for monitoring the load condition of each transcoding server and allocating new transcoding request to the transcoding server with spare calculating capacity; and a transcoding server for acquiring the monitoring data from a video monitoring platform, converting the video data into the format suitable for the mobile terminal to display in real time and pushing it to the stream data server. The invention can realize the real-time transcoding of the monitoring video according to need and can effectively reduce the calculating amount needed by the real-time video transcoding in order to reduce the number of the needed transcoding servers, the system development cost and the operation cost.
