The voltage potential control circuit comprises a cutting circuit which is used for cutting the video signal by using a plurality of cutting voltage potentials in sequence so as to correspondingly generate a plurality of first pulse signals, a detecting circuit which is used for respectively detecting a plurality of phase differences between the first pulse signals and a plurality of corresponding second pulse signals so as to generate a plurality of detection signals, an oscillating circuit which is used for generating the second pulse signals respectively according to the detection signals, and a regulating circuit which is used for determining whether to regulate the target cutting voltage potential according to the detection signals corresponding to the cutting voltage potentials.
