The device comprises at least one detector which comprises a signal emitter and a signal receiver matched with the signal emitter, wherein the signal emitter and the signal receiver are respectively arranged above or below an inlet of a garbage collection device or on the left side and the right side of the inner wall of a garbage channel; the signal emitter consists of a signal emission tube and a signal emission intensity adjustment resistor which are connected in series with each other; and the signal receiver consists of a signal receiving tube and an output resistor. The method comprises the following steps of: outputting a value representing the detected garbage concentration; comparing the value with a set output threshold value; and judging whether garbage is positioned at the inlet of the garbage collection device of the dust absorption product or in the garbage channel, and generating corresponding control signals for controlling the speed of a fan, the rotating speed of a driving wheel and the rotating direction of the driving wheel. The device can monitor the concentration of garbage or dust at the garbage inlet or in the garbage channel in real time, so that the dust absorption product can specially clear away the garbage from regions with much garbage; and the dust absorption efficiency of the dust absorption product can be remarkably improved.
