By the aid of the method and the device, the density of an optimized empty sub-frame can be adaptively calculated for a macro base station based on the load balance between the macro base station and a user device served by an accessory access point of the macro base station, and the pattern of the empty sub-frame is correspondingly adjusted, so that pattern configuration of the empty sub-frame of each macro base station can be independently updated. Therefore, system resources are more flexibly and effectively configured. Moreover, only an X2 interface is needed between the macro base station and the accessory access point thereof, so that a small quantity of signaling expenses is consumed.
