The composition contains C: 0.050 to 0.15%, Si: 0.1 to 1.5%, Mn: 1.0 to 2.0%, P: 0.03% or less, S: 0.0030% or less, Al: 0.01 to 0.08%, Ti: 0.05 to 0.15%, N: 0.005% or less, and the balance being Fe and unavoidable impurities.
