The method comprises the following steps of: acquiring a total production water inflow I of the an enterprise; acquiring a total recycled water storage amount S of the enterprise; acquiring a total sewage drainage amount E of the enterprise; acquiring the industrial water loss percentage W%; calculating a suspicion value T, wherein T=(I+S) / (E+S+I*W%); and if the suspicion value T is in a preset normal range C, determining that the enterprise is not suspected of furtively draining the sewage, but; if the suspicion value T is not in the preset normal range C, determining that the enterprise is suspected of furtively draining the sewage. According to the method, a basis of selecting objects to be inspected can be supplied to the administrative department, and the enterprises with large deviation fromof the suspicion value can be advised urged to of improveing the production process. The invention also provides a system for executing the method. The system has with exploitativeness feasibility and practicability and can serve as an effective tool supplied to the administrative department for supervising multiple pollutingve enterprises.
