The device comprises a first acquiring module for acquiring production performance signals of the reconfigurable manufacture system; a processing module for carrying out Fourier transform to the signals to obtain a corresponding frequency spectrum Fn or a frequency spectrum density function F(omega) to obtain a spectrogram; a second acquiring module for acquiring the variation amount [delta] that the performance of the reconfigurable manufacture system (RMS) needs; a first inquiring module for finding the corresponding amplitude in the frequency spectrum in dependence on the variation amount [delta]; a second inquiring module for finding a corresponding frequency value [omega] in the frequency spectrum in dependence on the variation amount [delta]; a third acquiring module for acquiring a demarcation point frequency value of each scale reconfiguration in the frequency domain; and a determining module for determining the grade that a reconfiguration needing to be carried out belongs to in dependence on the comparative result of the frequency value [omega] and the demarcation point frequency value. According to the invention, the balance between reconfigurable usefulness and cost is guaranteed to some extent, the reconfigurable manufacture system (RMS) is optimized, and at the same time relative advantages are guaranteed.
