The device comprises a gas pump, a chemical combination device (101), a gas-liquid pump (102), a turbulent ball tower (103) and a diffuser (4). The gas pump conveys ethylene oxide waste gas to the chemical combination device, and the ethylene oxide waste gas is chemically combined in the chemical combination device; ethylene oxide waste gas and a sulfonation reaction agent have a sulfonation reaction in the chemical combination device, and ethylene oxide is oxidized into carbon dioxide and ethylene glycol; the generated carbon dioxide and residual ethylene oxide waste gas are exhausted into the turbulent ball tower; and the residual ethylene oxide waste gas is output into the turbulent ball tower through the gas-liquid pump and is fully mixed and dissolved with hot water pumped into the turbulent ball tower by the gas-liquid pump.
