The device comprises a base plate, a soil sample cavity, a top cover, a support, a soil sample cover plate, a connecting rod, a water replenishing connecting pipe, a freezing liquid cavity, a dynamometer and a counterforce frame, wherein the base plate is provided with a first sealing groove; the soil sample cavity is embedded in the first sealing groove of the base plate and used for storing a soil sample; the top cover is provided with a second sealing groove, and the second sealing groove covers the top of the soil sample cavity; the support is connected between the top cover and the base plate; the soil sample cover plate is arranged in the soil sample cavity; the connecting rod penetrates through the top cover, and the lower end of the connecting rod pushes against the soil sample cover plate; the water replenishing connecting pipe penetrates through the top cover to be connected with the soil sample cover plate; the freezing liquid cavity is arranged in the soil sample cavity, is fixed on the base plate and is used for storing the freezing liquid; the dynamometer is connected to the upper end of the connecting rod; the counterforce frame is connected to the dynamometer.
