The floating water quality observing system is composed of a hollow floating body and a detector loaded at the inner part of the hollow float body; the hollow float body comprises a frame and a float material encircled at the outer part of the frame; the frame is composed of upper and lower groups of planer frames in parallel and a framework for connecting two groups of the planer frames; the planer frames are formed by an outline frame and an inner supporting frame; the inner supporting frame is composed of several supporting strips regularly radiated in the same one plane from inside to outside, wherein the inner end thereof is connected to the outer wall of a hollow short pipe, and the outer end is fixedly connected with an outline frame; the framework consists of several rods with the same shape and equal length, both ends of every rod are respectively and fixedly connected with the outline frames of upper and lower groups of planer frames, and every rod is distributed at equal space.
