The server generates an order sending message based on each taxi taking request message and according to the corresponding received taxi taking request message, the distance between taxies and the starting address of the corresponding passenger, the road condition, whether the taxies are in empty-run state, and other information, and pushes each order sending message to at least one screened taxi. After receiving the order sending messages, each vehicle terminal determines an invalid work time equivalent value according to the empty driving and waiting time among the received orders, the current position and an already-taken order, and ranks the orders according to the invalid work time equivalent value.
