The passive electronic label stores identity information of a user, the health monitoring module is internally provided with a pressure sensor, a photoelectric pulse sensor and an analog-to-digital conversion circuit, acquires blood pressure signals and pulse signals through the sensors and converts analog signals into digital signals through the analog-to-digital conversion circuit so as to measure physiological indexes of a user in real time. The GPS positioning module is used for receiving GPS satellite positioning information in real time in an outdoor environment. The reader is divided into an entrance guard reader and a positioning reader and realizes indoor real-time positioning through reading the passive label in a passive mode.
