The method comprises the steps of S1, acquiring the current bandwidth and current activated user information in a target cell; S2, determining the total number of video monitoring paths according to the current activated user information; and S3, calculating the optimal video transmission code rate according to the current bandwidth and the total number of video monitoring paths, and adjusting the video transmission code rate of each video monitoring device in the target cell according to the optimal video transmission code rate. According to the invention, the optimal video transmission rate is calculated so as to carry out adjustment on the video transmission code rate of each video monitoring device, thereby not only being capable of meeting requirements of video transmission, but also being capable of effectively utilizing the wireless network bandwidth.
