The bottom of the supporting-guiding device is directly anchored on the seabed, and the top of the supporting-guiding device comes out of the sea surface. The collecting float assembly is arranged on the supporting-guiding device in a sliding and sleeving mode and floats on the sea surface. The compensation float is fixedly arranged outside the supporting-guiding device and is located below the collecting float assembly. The hydraulic pump is fixedly arranged in the supporting-guiding device. The hydraulic-energy extracting device is arranged inside the bottom of the supporting-guiding device. The compensation float is used for improving the wave capturing ability of the collecting float assembly. A piston of the hydraulic pump is connected with the collecting float assembly and used for converting the wave energy captured by the collecting float assembly into fluid hydraulic energy.
