The apparatus comprises an on-site monitoring station and a main station; the on-site monitoring station is used to measure the leakage current of an electric-transmission-line insulator, acquire atmosphere temperature, humidity and rainfall of the environment at which the electric-transmission-line insulator is, and discriminate and integrate the leakage current, the atmosphere temperature, humidity and rainfall data and then transmit to the main station; and the main station is used to analyze the received leakage current, the atmosphere temperature, humidity and rainfall data, obtain the dirty grade of the current insulator, and give an alarm when the dirty grade reaches the alarming threshold. The provided electric-transmission-line dirt monitoring apparatus and the method are capable of realizing synchronous acquisition of the on-site insulator leakage current, the atmosphere temperature, humidity and rainfall, and the main station computer assesses the dirty status of the insulator by analyzing the data, and when abnormity happens, an administrator is prompted to timely pay attention to alarming points or adopt necessary prevention measures.
