Wind resource parameters higher than a blade tip of a wind turbine generator system are measured by use of a noncontact wind measurement device, and through establishing a wind power plant air flow value model, correlation function relations between wind energy resources higher than the blade tip of the wind turbine generator system and each wind turbine generator system output are obtained; and by use of operation data of each wind turbine generator system in the wind power plant during normal work, the correlation function relation of each unit is corrected, through combination with actually measured data of the noncontact wind measurement device, standard output of each wind turbine generator system is calculated, and through a comparison with actual operation conditions of the units, the performance of the units is analyzed and the operation level of the whole wind power plant is evaluated.
