Traffic speed of a data missing road is calculated by utilizing traffic speed and traffic flow of the road capable of acquiring the data with combination of the condition of road congestion and flow loss through the time-space relevance between road traffic flow so that the result is enabled to be more accurate. Speed of the data missing road calculated based on the time-space relevance can be used for traffic state assessment, traffic information service and road planning.
