The method comprises a step of preparing data which comprises load information, substation alternate point position information, the construction cost of a unit line and a substation, unit load loss cost, unit line damage cost, the practical coefficient needed by the industry load prediction technology, and the database of a phase coefficient, a step of using the industry load prediction technology to predict a load point load based on a load point installation capacity, a step of completing a substation address selection working through a genetic algorithm population operation, and obtaining a selection point set, a step of completing the distribution of a load point based on the Voronoi diagram theory, and using the Monte-Carlo-based interval estimation to calculate line current and distribution substation capacitance, and a step of taking the total cost in a planning period as a minimum target function, calculating the target function, and outputting an optimal result.
