The electric time domain delay coding and decoding module is connected with the optical frequency domain coding and decoding module. The electric time domain delay coding and decoding module carries out time domain delay coding on n user data electric signals issued by a core network according to a unique optical address code distributed to each user, couples the signals after time domain coding, and then sends the n user coupled electric signals to the optical frequency domain coding and decoding module for synchronous frequency domain coding according to the optical address codes. The optical frequency domain coding and decoding module converts the electric signals sent by the electric time domain delay coding and decoding module into optical signals, carries out optical frequency domain coding, and sends the optical signals after two-dimensional t-lambda coding to an optical distribution network for distribution directly or through the optical coupler.
